In 1945, 95% of Vietnam's population was illiterate. In response to that situation, to remove illiteracy, from September 8, 1945, President Ho Chi Minh issued decrees: Decree No. 17 set a popular education in all of Vietnam, Decree No. 19 established for farmers and boatmen of popular classes in the evening, Decree No. 20 stipulates that the study of the national language from now on is compulsory and free of money. In order to serve the illiteracy eradication campaign, the Department of Education and Training was established on September 18, 1945. On October 4, 1945, President Ho Chi Minh issued a call to fight against illiteracy to all people: " ... To maintain independence, to make strong people in rich countries, every Vietnamese must understand his rights, his duty, must have knowledge to be able to participate in construction. the country and first of all have to read and write the national language, those who are literate, teach those who are not literate, contribute to popular education ... Those who are illiterate, try to learn and tell go." Popular Study classes are open all over the three regions, attracting the participation of all ages and people. Literacy teaches illiterate people. By September 1946, the popular mass movement organized 75,000 classes with over 95,000 teachers, over 2,500,000 people were supported by the literacy movement
